The issue appears to be that Vortex is completely unable to detect the mods even though they exist in the same folder.

Sorry I couldn't have been more help for those who had this issue. Looking at my current mod list compared to this one though, it does seem like I have a LOT of mods uninstalled, not really sure what was the culprit anymore, don't really care to try and recreate the issue neither.

All I can remember is that I uninstalled everything and then went to manual installation/using a mod manager instead of using the steam workshop. After reading the Description pages of the mods, and knowing which ones are supposed to load before and after other mods, I click on one of the red lightning bolts, and the MANAGE RULES window opens up, I then go through and set which mods load before or after other mods, (Vortex even suggests which mods should Load before or after). But in that case, it wont automatically load workshop mods (without you going through your choice of extra hoops).

You can simply launch the executable if you like. This is a pretty old post, I don't even play Starbound much at all anymore after beating the game, even WITH all the mods I had installed at the time. Even the Steam version doesnt have DRM though.
